Prior to joining the firm, Ms. Procopio was the first Director of the newly formed Department of Law for the City of Atlantic City and also served as their Solicitor. She provided legal advice to Mayor, Business Administrator and City Departmental Directors, together with her staff of eight Assistant Solicitors. During her tenure, the City saved several million dollars through aggressive and efficient management of the City’s legal matters. She restructured the City’s legal efforts to include an in-house Labor Counsel position, which enabled the City to effectively negotiate with the various City unions, while simultaneously handling labor and employment issues as they arose. For 10 years prior to joining the City of Atlantic City, Ms. Procopio was a partner in the litigation section of a long-standing South Jersey law firm. During her years with as a trial attorney with that firm, she practiced law in the areas of municipal liability, employment law, education law and workers’ compensation. She represented public and private clients in the areas of employment and labor law and appeared before State, Federal and Administrative Courts on such matters. She previously served as Labor Counsel and Special Counsel for the Atlantic City Board of Education.

Under her former name of Kimberly Baldwin, Ms. Procopio co-authored an article published in the New Jersey Lawyer Magazine (December 2006), entitled Surviving the Public Meeting.

Ms. Procopio graduated from Clark University, where she received the Thomas M. Dolan Outstanding Service Award. She received her Juris Doctor from Villanova University Law School. She is admitted to the Bar in the State of New Jersey, the Commonwealth of Pennsylvania, the United States District Court and the United States Court of Appeals for the Third Circuit.

She is a member of the New Jersey State Bar Association, wherein she served as a Board Member with the Young Lawyers Committee; the Atlantic County Bar Association; and the American Trial Lawyers Association.
